At the beginning of the meeting it was declared that new members and the Presidium of the Higher Certifying Commission under the Ministry of education and science of the Donetsk People's Republic had been approved.

"The Presidium of the Higher Certifying Commission is the most important component of all process of certification of youth and our already venerable scientists who will submit the doctoral dissertations. Eminent scientists have to work in the Presidium of HCC. At estimation of scientific works and adoption of issue of the doctor and candidate of science diplomas the decision of Presidium of HCC will be ultimate and isn't subject to discussion. Scientific works have to conform to the strictest requirements and not to allow plagiarism", - Evgeny Gorokhov emphasized.

Besides, the Minister stated that the issue of implementation of digital signatures will be resolved in cooperation with the Ministry of Communications that will give the chance ito realize n full remote participation in dissertation works discussion.

In his turn, the chairman of HCC Presidium  Grigory Ignatenko presented the renewed structure of the commission and congratulated on the beginning of work. "More attention will be paid to activity of advisory councils, strict execution of examination carruing out algorithm, issues concerning quality of the carried-out work, increase in reputation responsibility of all persons involved in certification of scientific and academic staff today", - he stated.

The meeting of the HCC Presidium went on to considerate the items on the agenda: adoption of doctor and candidate of science diplomas issue after examination of works by dissertation and advisory councils; approval of methodical recommendations "Main requirements to theses and abstracts of theses", consideration of the issue on inclusion in the list of the reviewed scientific publications of the Ministry of education and science of the DPR of a number of scientific magazines and works of the educational organizations of higher education of the DPR and LPR, etc.
