The program committee of the conference includs Head of the DPR Alexander Zakharchenko, vice-chairman of Council of ministers, head of department of domestic and foreign policy of Administration of the Head of the DPR Dmitry Trapeznikov, Minister of Education and Science Evgeny Gorokhov, rector of DonAMPS Larisa Kostrovets. Within the action within two days representatives of public authorities, educational and scientific organizations will discuss ways of increase in efficiency of administrative activity of public authorities in such directions as law, education, economy, finance, social policy.

At the plenary session conferees were welcomed by the head of the Ministry of Education and Science. "I am very glad that in this known higher education institution, Donetsk academy of management, economic and administrative elite of our Republic has gathered. It is especially significant that there are not only venerable, but also young scientists. It would be desirable to note the main thing – it is necessary that those reports, those research scientific works which you submit here on conferences, have passed then into student's audiences. Our young students and graduate students have to get acquainted with them to develop your ideas because exactly here, in student's audiences, our future is put", – Evgeny Gorokhov has emphasized.

One of the participants the head of the Center of settlement of the social conflicts, chairman of Board of mediators at Chamber of Commerce and Industry of the Moscow region Oleg Ivanov has told about value of a conference. "I consider that you are engaged in the correct business when you hold such international conferences. You show to the whole world that here civilized people; real scientists are working. I think that those directions of administrative science which are developed by the Donetsk scientists have very perspective value. Donetsk and in Post-Soviet time used to possess very strong school of sciences, and you have kept this school and you are developing it in very difficult conditions today", – he said.

Opening the conference, Larisa Kostrovets focused attention on the major issues which will be considered during further work of five thematic sections: "Strategic management of development of economy", "Improvement of quality of management of social and economic development of the region", "Theoretical and legal and philosophical and psychological bases of providing social innovations in activity of public authorities", "Modern mechanisms of public administration in the conditions of social and economic transformations" and "Methodological bases of functioning and development of financial and bank mechanisms of management of economy".

Interest in the specified subject and raised problems was shown in extensive geography of the works presented by researchers, practicians and scientists from Russia, Belarus, Germany, Georgia, China and the Luhansk People's Republic. In the Donetsk People's Republic the conference was supported by the profile ministries and departments, National Council, the Central Republican Bank, administrations of the cities of the Republic. So, reports of the acting Minister of Economic Development Victoria Romaniuk "Technologies and instruments of increase in efficiency of staffing of state bodies : experience of the Ministry of Economic Development of the DPR", the acting Minister of youth, sport and tourism Alexander Gromakov "Management of human resources in the sphere of physical culture and sport in the Donetsk People's Republic" and also representatives of the Ministry of Finance, city administration of Donetsk, State committee on environmental policy and natural resources to the Head of the DPR, Russian state university of justice, Center of settlement of social conflicts (Moscow region, the Russian Federation), Platov South-Russian State Polytechnic University (Novocherkassk, Rostov region, the Russian Federation) were heard at the plenary session.

It is worth to note that on June 7, in the finishing day of work of a conference, the round table meeting on the subject "Strategic Reference Points of Development of Public Administration in the Donetsk People's Republic" and adoption of the resolution of a conference will take place.
