Busy Season: Denis Pushilin, the Head of the Donetsk People’s Republic, Held the Meeting on Children Recreation during the Summer

On Friday, June 21,  Denis Pushilin, the Head of the Donetsk People’s Republic met with Vladimir Antonov, Deputy Prime Minister, Eleonora Fedorenko, Adviser to the Head of the DPR on the Rights of the Child, and Mikhail Kushakov, Minister of Education and Science. The main point of the event was children’s health issues in the summer.

“Summer has begun; it is the season of active children’s recovery. I know that the work on children’s health care takes place all year round, but now is the hottest time. The state should assume a regulatory and supervisory role in the organization of children’s recreation.

First, we should make maximum use of our internal resources, namely, camps and boarding houses. On this point, the Ministry of Education together with the Ministry of Health needs constant monitoring of the sanitary norms implementation and the food quality. It is also necessary to involve representatives of the Ministry of Emergency Situations as fire safety should also be at a high level.

In addition, it is necessary to organize the delivery of children to places of recreation – there should be no problems with transport, with cars serviceability and with organization of the support.

We also need to focus on areas outside the Donetsk People’s Republic. Our children have rest in Russia, South Ossetia, Abkhazia and Belarus. The safe delivery of children and the availability of all necessary documents should be ensured.

Today it is very important to provide our children with a decent rest. And I am convinced that it is one of the most important tasks of the state”, – the head of the DPR said at the beginning of the meeting.

Further, the report on the organization of children’s recreation was made by Vladimir Antonov, the Deputy Prime Minister of the DPR. He noted that on the territory of the Republic in 2019 on the basis of General educational organizations there were school camps with 33 000 children having rest there.

In 2019, within the framework of the charity event “Deti Rossii – Detyam Donbassa” (From Children of Russia to Children of Donbass), there was arranged the recreation of students aged 9 to 14 years in the Federal State Budgetary Institution “Health Complex "Snegiri"”, which is located in the Moscow region. We started this work in January 2019. 435 people have visited it since then. At the initial stages we had a small problem – there was no possibility to deliver children there at the expense of budgetary funds. Thanks to you the problem was solved – thank you very much. Funds were allocated from the budget, and now our children go there at the expense of the state. By the end of the year we plan to deliver the same number of children to this recreation area”, – said Vladimir Antonov.

“I would also like to note that unfortunately on the territory of the Donetsk People’s Republic there is only one state institution for children recreation. It is located in the city of Snezhnoe (Republican Wellness Center – editor’s note.). During the first half of 2019, 700 people rested in this institution. We plan to improve about 300 people by the end of the year”, – the Deputy Prime Minister added.

“By the next year we need to prepare and think over on what we can do in Sedovo. I am waiting for your suggestions, Vladimir Nikolaevich”, – Denis Pushilin said.

In his turn, Mikhail Kushakov, the Minister of Education and Science of the DPR, informed about the work carried out by the Ministry in the direction of recreation of children of Donetsk People’s Republic in the Russian Federation. The head of state instructed Mikhail Kushakov to establish closer cooperation with the Russian center.

During the meeting, Eleonora Fedorenko, the Adviser to the Head of DPR on the Rights of the Child announced the number of children from privileged categories who need annual recovery. These are children with disabilities – 4,833 children, including those living in front-line cities and districts of the Republic – 1,739 children; children living in front-line districts and cities of the Republic – 46,030 children; children of dead defenders of the Donetsk People’s Republic – 507 children; children under 18 years injured during the hostilities – 131 children; orphans and children deprived of parental care – 725 children.

As Eleonora Fedorenko noted, on the territory of the Donetsk People’s Republic there are rehabilitation institutions under the Ministry of Health, where children can receive the necessary treatment and recreation.

According to her, the Amvrosievka district has the health camp named “Orlenok” – it is planned to improve the health of 720 children there in 2019. There is “V. Dubinin Camp” in Enakievo district – at the present moment 350 children are staying there. In the village of Sedovo rehabilitation of children, whose injuries led to disability, is annually carried out  at the moment 9 people are getting well at the boarding guest house “Jubileiny”.

Also, Eleonora Fedorenko said that 50 children are having rest in the village of Foros (the Republic of Crimea, Russia). 73 children from the frontline areas of the Republic, including children from the families of the dead soldiers of the DPR, are on holiday near Yevpatoria (the Republic of Crimea, Russia). Also, children of the Republic are on recovery in the camp “Zolotaya Kosa” (Neklinovsky district of Rostov region, Russia).

“Today, just at this very moment, 15 students-medalists of the Military Lyceum are on the way to the “Alye Parusa”, – said Eleanor Fedorenko and added that an agreement has also been reached with the Krasnodar region – the Black Sea coast will host 100 children from privileged categories.

At the end of the meeting, the adviser to the Head of the DPR on the Rights of the Child appealed to Denis Pushilin with a request to assist in passing through the crossing point to the places of rest of children who have reached the age of 14, but have not received a passport of a citizen of the Russian Federation. The head of the DPR instructed to prepare the lists of children under 14 years old in order to speed up the procedure to obtain passports of the Russian Federation.
