The conference was attended by the Head of the Donetsk People’s Republic Denis Pushilin, the Chairman of the DPR People’s Council Vladimir Bidyovka, the Deputy Chairman of the Government of the DPR Vladimir Antonov, Heads of Ministries, and the Chairman of the Trade Union of Education and Science of the DPR Asya Gorshkova.
The conference brought together more than 200 participants, including heads of educational institutions of higher and secondary vocational education, representatives of enterprises and organizations of the DPR, as well as representatives of universities of the Russian Federation and the LPR.
The head of the Republic stressed the social importance of the topic in his welcoming speech. “The most important task of the state policy is to create conditions for the formation of intellectual and labor potential of the Donetsk People’s Republic. The state standards of higher professional education developed in 2015 contribute to the high level of theoretical training of students. However, the new day presents us with new challenges. It is necessary to bring the list of specialties and professions that are taught in institutions of higher professional education, in accordance with the needs of the Donetsk People’s Republic.”
“We must clearly understand what is the need for personnel in certain areas of training and how this need corresponds to the capabilities of national universities to train specialists”, said Denis Pushilin.
Immediately, the Head of State set specific tasks to everyone on whom the solution of the most important issue depends. “The Ministry of economic development of the DPR together with the Economic Research Institute must evolve the development strategy of the Republic on the basis of the development programs of industries, economy and social sphere. The Ministry of Education and Science of the DPR, together with the Ministry of Labor and Social Policy of the DPR must analyze the possibility of giving further training for unclaimed in the labor market specialists, then prepare and submit their proposals on this issue to the Government of the DPR. The government should initiate amendments to the Education Law and Employment Law of the Donetsk People’s Republic before the People’s Council in order for the Republic to meet its need for qualified personnel”, said Denis Pushilin.
The head of the Republic also focused on the importance of practical training in educational activities. The Ministry of Education and Science has been recommended to revise curricula, to provide for an increase in hours for internship. It was noted that coordination of the work of the Social Partnership Council established on the basis of the Ministry of Education and Science, which includes representatives from all ministries, should be continued.
Denis Pushilin noted that the Government of the DPR has already been instructed to develop a roadmap for the formation of a state order, the procedure for employing graduates, taking into account the needs of enterprises of the Republic, stressed that the Government of the DPR, together with the ministries, must identify the basic enterprises for students to practice.
“This state policy in the field of education should result into coordinated and complementary work of the executive and legislative branches of government, local authorities, public institutions, institutions of higher education, enterprises, organizations and institutions”, concluded the Head of the Republic.
During the conference, the Chairman of the People’s Council of the DPR emphasized the importance of a new look, new ideas of young specialists. “We live in a young, developing country, where the doors for University graduates should be open, because a non-standard approach to solving various problems, non-standard thinking – this is the key to the development of the Donetsk People’s Republic”, said Vladimir Bidyovka.
Deputy Prime Minister of the DPR Vladimir Antonov stressed that the Ministry of Labor and Social Policy together with the Ministry of Education and Science are developing a regulatory legal act that will regulate the provision of first jobs to graduates. In addition, it was noted that on behalf of the Head of the Republic, the above mentioned ministries jointly provided personnel for the Starobeshevskaya TPP and the Ministry of Education and Science for training personnel for the coal industry and energy.
During the plenary session, the Head of the Education Department of the Ministry of Education and Science Andrei Alekhin presented the report “The concept of the Ministry of Education and Science of the Donetsk People’s Republic on the employment of graduates of educational institutions of higher and secondary vocational education”.
The speaker analyzed the situation with employment of graduates of 2018, the relevance of graduates in specific areas of the national economy, after which conceptual approaches to the issue of employment were proposed by the Ministry of Education and Science to maximize the satisfaction of the labor market with qualified personnel.
In particular, it is proposed to consolidate at the legislative level the provision of graduates of educational institutions of secondary professional education and higher professional education, employed by the enterprises of the public sector of the DPR, a guaranteed social package (payment of lifting material remuneration, provision of living space for non-residents, work clothes, guaranteed preservation of the workplace for 2 years after employment, the level of wages at least average for the enterprise in this profession/specialty); providing enterprises granting workplaces with preferential taxation; establishing the priority of filling vacancies for graduates of educational institutions of secondary professional education and higher professional education.
In addition, it is proposed to establish the co-relation between the Republican employment center under the Ministry of Labor and Social policy of the DPR and educational institutions of secondary and higher professional education on the employment of graduates who could not find a job; the conclusion of tripartite agreements in the process of training between the enterprise, educational institution and the student on the interaction with the possibility of providing paid jobs practice and further employment; the creation in educational organizations of SPE and HPE of departments for assistance in employment of graduates; the placement of a portfolio of graduates on the websites of educational organizations; the organization of the final research paper defense directly at the enterprises interested in specialists; the attraction of the highly qualified experts working at the enterprises to the educational process. The measures to improve career guidance, including the participation of those interested in personnel are also proposed.
First Deputy Minister of Education and Science of the DPR, Mikhail Kushakov, noted the relevance of the tasks set. “Today we have already heard the words that we lack doctors, builders, specialists in the field of energy. Oddly enough but we lack miners, although, according to scientists, we have large coal deposits in our region ample for another 300 years of active mining. Machine-building and other sectors of the national economy are gradually developing, so personnel are required everywhere. The state manages this process and makes it possible to train more personnel in the professions that the economy needs today. Understanding the deep responsibility, we make every effort to train highly qualified specialists, competitive in the labor market”, said Mikhail Kushakov.
In turn, the rector of the Donetsk National University of Economics and Trade named after M. Tugan-Baranovsky Svetlana Drozhzhina noted that the Head of the State’s presence made this annual conference unique and that the issues of the systematic work on employment of graduates were discussed at such a high level for the first time.
It should be noted, that the conference was held by the Ministry of Education and Science of the DPR together with the Donetsk National University of Economics and Trade named after M. Tugan-Baranovsky and the Council for Social Partnership in Education at the Ministry of Education and Science of the DPR.
