“Our main task is systematic modernization and integration into the education space of the Russian Federation,” said Evgeny Gorokhov, the Minister of Education and Science of the Donetsk People’s Republic

On Friday, February 22, during the government hour in the People’s Council, Evgeny Gorokhov, the Minister of Education and Science of the Donetsk People’s Republic, summed up the main results of the Ministry’s activities in 2018.

Firstly, the Minister noted that, taking into account the wishes of the students’ parents, they have changed the system of the State Final Certification. Henceforth, the SFC will be held only in the premises of schools and community colleges where students complete their high education. The Minister said it would relieve the psychological stress of graduates since during the test they will stay in the familiar environment.

Moreover, Evgeny Gorokhov said that ahead of the 2018-2019 academic year they approved the new State Educational Standards for the primary, basic and high school education. The Standards, on the one hand, are fully consistent with similar Federal State Educational Standards of the Russian Federation; on the other, they are characterized by the essential regional component. The process is accompanied by new textbooks being compiled in the Donetsk People’s Republic. “In October 2018, the Ministry of Education and Science recommended the textbook The History of Donbass from Antiquity to Modernity for the students of institutions of higher professional education. By the end of March 2019, with the help of researchers, creative teachers and methodologists of the Republic, we will have completed the compiling of seven textbooks on the National History for the students of grades 5-11 of high schools,” the head of the Ministry said.

The most important purpose of the Ministry’s work has been to ensure accessibility and improve the conditions of education, upbringing and social support for students. In particular, since November 2018, the Republican health and wellness retreat has resumed its work in Snezhnoye. The center provides training and rest for children of welfare beneficiaries and other children who have found themselves in difficult life circumstances. In addition, on the parents’ request, since September 1, 2018, the Donetsk special boarding school No.19 has provided classes for blind and visually impaired children. In the fourth quarter of 2018, the educational institution got special equipment worth more than 8.5 million roubles.

Commenting on the results of the high school renovation, Evgeny Gorokhov noted the systematic integration into the educational system of the Russian Federation, “Donetsk National Medical University has been accredited in the Russian Federation; we have already prepared documents for the accreditation of the Donbass National Academy of Civil Engineering and Architecture; next in line is Donetsk National University of Economics and Trade.”

The Minister also focused on such an important issue as assistance in employment to the graduates of higher education establishments as well as vocational education and training institutions. Evgeny Gorokhov said, “Last year, our activities were aimed at establishing a unified system of cooperation of the Ministry with the enterprises assigned to the higher school and vocational education and training; these enterprises need young professionals. We have designed a work flow chart to systematically monitor and solve the problem of graduates’ employment. This involves future amendments to the legislative acts of the DPR, working out normative legal acts that would interest employers in the admission of graduates of vocational and higher education, and helping graduates in employment at the enterprise.” One of the main tasks is optimization of vocational education and training institutions, which would prevent excessive expenses in the use of logistics and resources.

Evgeny Gorokhov voiced his confidence that constant interaction of the executive and legislative authorities is the way to success in all spheres of life. Concluding his speech, the Minister said, “The Ministry of Education and Science is ready to continue working actively with the deputies. Dear colleagues, please pay special attention to the fact that The Education Act is not devoid of shortcomings. Doctoral and postgraduate studies, according to the Act, are viewed as additional education, but it is wrong. We have not yet passed The Science and Technological Progress Act. However, without science, which now returns in the Ministry’s domain, we will not be able to achieve success. I am sure that together we can accomplish a lot for the sake of the young generation, which will preserve and increase all the best that we can give it today.”
