"We have to fully realize that responsibility which lies on us because people who are in the occupied territory now is our people, our fellow countrymen, brothers and sisters", – the Head of the Republic addressed himself to the participants of the meeting.
The Acting Minister of Foreign Affairs of the DPR Natalya Nikanorova specified the main directions of humanitarian program realization such as: health care, education, social help, mobile help centers, culture, ecological safety, having stated that so far about 3000 addresses have been received from the citizens living in the territories temporarily under control of Ukraine. Among topical issues which interest people: free medical care, payments to veterans of the Great Patriotic War, education in the Donetsk People's Republic.
The Minister of Education and Science Larisa Polyakova has told about implementation of the Humanitarian program in education.
"Let's remember 2014 when academic year was going to begin, and the Ukrainian authorities suggested higher education institutions to move. At the same time no conditions were created, as a result in 2016 we see a lot of students and teachers return. Let's remember how in 2014 children with limited opportunities of health were taken out to the sanatorium which wasn't designed for accommodation and furthermore training of such children.. Children were returned to their native boarding schools, as a result we see mass breakouts.
And what about us? Even in the hardest times academic year didn't stop. We go further – new higher education institutions, new directions of preparation have been opened. Educational organizations of higher professional, secondary professional education receive on their "hot lines" many calls. Until the beginning of university admissions process these calls have advisory character. Children of Donbass, welcome! Come to our native higher education institutions, secondary vocational education institutions!" - the Minister told about stages of Humanitarian program educational part realization.
Also Larisa Polyakova stated that 23 special educational institutions are ready to accommodate children with limited opportunities of health. "Before Ukraine couldn't open the center of additional education for blind and visually impaired adults and children in any way – the Donetsk People's Republic has done it, such center works now. We accommodate people, regardless of the place of residence", - the Minister emphasized.
Besides, Larisa Polyakova stated that the website of the Humanitarian program, "hot lines" of the Ministry of Education and Science, educational organizations of the higher professional and secondary professional education are working for informing persons living in territory temporarily under control of Ukraine. "We never did restrictions for children of Donbass, 701 students from territory temporarily under control of Ukraine study in SPE institutions, 28 children with various diseases are at boarding schools. We are ready to accommodate everyone", - Larisa Petrovna said.
The acting Minister of Labour and Social Policy of the DPR Larisa Tolstykina told about the centers of social help and administrative services, the course of implementation of one-time payments which had started on March 15 this year within implementation of the Humanitarian program for reunification of the Donbass people .
Adviser to Head of the DPR, political scientist Alexander Kazakov emphasized that the decision to realize the Humanitarian program for reunification of the Donbass people had caused huge enthusiasm: "In the formulation of the program the main objectives is to reunite those people who had expressed on May 11, 2014 their will on a referendum because the main base of the Donetsk People's Republic is the referendum on May 11 and, respectively, residents of those cities where the referendum took place, and also those places where the referendum was not allowed to be held - they are our persons, our people!".
The Minister of the MES of the DPR Alexey Kostrubitsky informed on work of a joint monitoring and security status control inspection of the enterprises and objects ensuring the vital activity of the population of Donbass, located in territories temporarily under control of Ukraine, created by the order of the Head of the Republic.
The Acting Minister of Health of the DPR Alexander Oprishchenko stated that 6 medical institutions take part in the Humanitarian program, 569 calls from residents of Ukraine have been received. Callers wander how the program is carried out, what documents are needed to be provided. In the Republican maternity and child welfare center there are three women in labor from territories temporarily under control of Ukraine who have taken part in this program.
The chairman of Committee of National Council for health care, protection of motherhood and the childhood Alexander Avdeev has acquainted attendees with the legislative activity of Committee directed to improvement of inhabitants.
The chief physician of the Republican oncological center named after G. V. Bondar Igor Sedakov stated that implementation of the Humanitarian program in the field of health care would allow carrying out complex treatment, including application of chemotherapy, as it is well-known, this treatment is very expensive. Last year in the center 1125 people living in Ukraine were treated, and physicians are ready to continue to give help at the highest level.
The Acting Minister of Culture Mikhail Zheltyakov emphasized that the Humanitarian program in the field of culture is being implemented in several directions: work of museums, libraries, concert organizations which invite everyone to the actions. Today 71 students from territory temporarily under control of Ukraine are studying in the educational institutions of culture.
The head of SM "Young Republic" Nikita Kiosev stated that for youth the Donetsk People's Republic is the Republic of prospects and opportunities. He was supported by students of the Gorlovka institute of foreign languages Alexander Chernykh and Artur Atamalyan who emphasized that the Humanitarian program reflects spirit of unity and that students "from that side" are not politically engaged, study together and participate in various actions.
