"We see that our fellow countrymen, Donetsk and Lugansk citizens living in the territory temporarily under control of Ukraine, are in a difficult situation. Living in a zone of so-called anti-terrorist operation, they suffer from arbitrary behavior of military and civil dictatorial administrations, from excesses of battalions of National Guard. AFU place staff and military equipment in residential quarters, schools and hospitals, on industrial enterprises and objects of civil infrastructure, thereby doing of locals hostages.
The illegal economic blockade organized by the government of Ukraine together with radicals continues. It led to breaking of social and commercial links of once united people of Donbass. Thus, the areas of Donbass which remained under control of Ukraine are on a side of a humanitarian and environmental disaster. Technological hazards grow, plants stop operating, social standard of living continues to fall. With respect thereto we made the decision to implement the program of the humanitarian assistance and ecological safety for our brothers and sisters, living in the areas of Donbass under control of Ukraine.
The main directions of the program of humanitarian assistance are, first of all, rendering services in the sphere of medicine and education, secondly, payments to veterans and thirdly, the help to the divided families. We want to emphasize that humanitarian funds for support of fellow countrymen have been created. Also joint cultural, educational, sporting events with participation of representatives of the cities and villages on both sides of the line of contact are mentioned in the program.
Besides, we are concerned about infrastructure facilities conditions in the territory of Donetsk and Lugansk regions. We draw on a possibility of inspection by forces of the Ministry of Emergency Situations of the DPR and LPR and our humanitarian organizations of water-removing complexes of the operating and closed mines, the Popasna water utility, the Lysychansk oil refinery, the entities "Dawn" (Rubezhnoye) and "Nitrogen" (Severodonetsk), CE "Water of Donbass", filtration plants, warehouses with chlorine, Avdeevka coke-chemical plant, Azovstal, Konstantinovka state chemical plant, Dzerzhinsk phenolic plant.
We require ensuring the possibility of monitoring objects of engineering infrastructure (power - water - and gas supply) which are in under control Ukraine parts of the territory of Donbass whose damage can create problems for citizens of the DPR and LPR. For this purpose we insist on easy access on the territory of Donetsk and Luhansk regions of the DPR and LPR humanitarian organizations and also international organizations recommended by us controlled by Ukraine. Brothers and sisters! Fellow countrymen! Residents of Mariupol and Kramatorsk, Lysychansk and Starobelsk, all cities, settlements and villages withheld by Ukraine! Let's combine our efforts for the sake of survival and peace, for fight against those who, sitting far in Kiev, Brussels and Washington, try to quarrel us, who grows rich in the war. We are with you. We will help" — the Head of the DPR Alexander Zakharchenko and the Head of the LPR Igor Plotnitsky declared.
