The chairman of Committee for Education and Science of the State Duma of the Russian Federation Vyacheslav Nikonov, the deputy minister of science and education of the Russian Federation Lyudmila Ogorodova, the Minister of Education and Science of the Donetsk People's Republic Larisa Polyakova, the chairman of the Highest certifying commission attached to MES of the DPR Grigory Ignatenko participated in the meeting .
At a round table the questions relating to the third level of the higher education – a postgraduate study were considered. "We made the postgraduate study an education level. Postgraduate study is the level when the best teachers begin to teach the best students … It is still more similar to a former system of taking candidate levels", - the chairman of Committee for Education and Science of the State Duma of the Russian Federation Vyacheslav Nikonov said, having noted that at the moment there is a sharp need for specialists with diplomas of candidates of science and a scientific personnel in the most different areas.
During discussion the chairman of the Russian State Duma Committee raised the question of higher education institutions powers expansion so that they could award academic degrees. "The question arrises who awards academic degrees – now MSU, St.Petersburg State University begin to do it independently. The list of educational institutions by which this right is granted will extend soon", - Nikonov emphasized.
"From this year we start creating a full-fledged educational and scientific and methodical complexes based on higher education institutions which will provide a complete cycle of training of highly qualified personnel for all range of necessary specialties", - the Minister of Education and Science of the Donetsk People's Republic Larisa Polyakova said at the meeting of a round table. – Today our main task is a complex upgrade of all education system and science of the Donetsk People's Republic. First of all, we speak about implementation of the principle of life-long education which shall begin with kindergarten. At schools, as well as in Soviet period, oral examinations are introduced that is crucial for development of communicative capabilities of pupils, one more gap which we should face".
"Thanks to support of Russia the situation has not just changed, we entered, in fact, new reality that in itself gave the powerful spur to development of all our system. It was followed by system work on adjustment of cooperation between the educational and scientific organizations DPR and Russia that opened a way to numerous training of our scientists, teachers and students in the leading higher education institutions and institutes. Today Donbass gradually and steadily returns to the Russian educational and scientific space whose integral part it was almost all the history", - Larisa Polyakova emphasized. Also the Minister of Education and Science of the DPR told about features of development of pedagogical education in educational institutions of the Republic of various level.
"We are happy that here, in Russia as from public authorities and educational institutions, and from civil society and the organizations, such as "Russian World" Fund, all of us this time find understanding, system support and sincere interest in us", - Larisa Polyakova noted.
