The educational and methodical complex is created by the Ministry of Education and Science of the Donetsk People's Republic as a part of the State organization of higher education "Mikhail Tugan-Baranovsky Donetsk national university of economy and trade", educational institutions of secondary professional education, the educational organizations of general secondary education.

Complex purposes are:

practical implementation of a key regulation of the Law of the Donetsk People's Republic "About education" - ensuring the right to life-long education during all life according to needs of the personality, development and implementation of perspective models of training;

ensuring the high education level, optimum employment of a scientific and pedagogical, pedagogical personnel and high level of professional and pedagogical and scientific and pedagogical activities on the basis of universal values, cultural traditions and achievements of domestic and foreign experience of preparation and retraining of personnel in the sphere of economy and trade.

Complex tasks are:

preparation and advanced training of the personnel in the sphere of economy and trade based on state standards, various training educational programs;

implementation of training of specialists on the basis of the integrated curricula, general educational, educational and professional, educational and scientific programs;

professional orientation work, activities for selection and preparation for admission of talented youth to the university and other educational organizations of the complex ;

coordination of educational and methodical work in the educational technological chain: "general education organization - educational institution of secondary professional education - university";

coordination of research work in the technological chain: "general education organization - educational institution of secondary professional education — university — the customer (employer)";

coordination of various level specialists training projects  in  accordance with target figures of admission in terms of budgetary appropriations of the budget of the Donetsk People's Republic and at the expense of physical and (or) legal entities' means;

development of educational and methodical recommendations on educational process organization and content;

providing possibility of receiving additional professional education;

coordination and general implementation of actions in the field of educational activities.

During the ceremonial meeting of the Academic council devoted to creation of the Complex, the Minister of Education and Science of the DPR Larisa Polyakova and the rector of DonNUET Svetlana Drozhzhina signed Regulations on the Complex, and 18 subjects of the complex indorsed signatures the multi-lateral  cooperation agreement.

"Creation of an educational and methodical complex is an advanced form of work. Today the content of education has changed, we work according to new State educational standards, we train our children for conscious choice of profession which needs to be made as soon as possible. It is indicative that ten schools, a number of secondary vocational education institutions have shown willingness to enter the complex. The question of including some research institutes into this complex is being discussed", - the Minister of Education and Science Larisa Polyakova commented on the initiative.
